So I called today and the agent told me that my eligibility is still in progress (no specific review status) just in progress.

I called yesterday and they said "your eligibility is in review"... "passed? review needed?" "no sir, it's in review" lol
THAT being said... my tracker today changed to Eligibility AND Background COMPLETE ... and I have a COPR number? No email nor changes in the IRCC portal though... but I can probably have a beer tonight, right? lol

Since your CEC and the average processing time for CEC Is 4 months, you can always reach out to your MP and explain your situation, how you've exceeded processing standard time etc.

Just go to your MP's webpage and look for the contact details / email address.
I would start off with telling them that you have an active IRCC application in, the processing time for CEC is currently 4 months and that yours has exceeded that time frame and you would like to request their assistance.
