If eligibility shows from in progress to completed, does it mean it's passed and officer has done final review?

I woudl assume that if it is marked as completed then it has been passed, yes.

Yes, totally agree. Depends. Eligibility could be completed in a few hours. Case-by-case basis. That is what the agent told me on the phone.

It's a case by case basis. My eligibility was done in a day. But it could take longer if the reviewing officer needs to verify any information you provided, contact employers, request information from other places etc.

I did call in my case to know that it was recommended pass. After the agent told me it was showing in progress and still is.

recommended pass is done by analyst. Actual pass is done by visa officer. Should be done soon.
