Currently out of status, applied for restoration before 90 days, got ITA to apply for PR while out of status, and applied, so hope everything is ok there?
Will the PR decision not be finalized until Status is restored? Also if ROS gets refused, will PR get refused as well?

My friend has fallen in a situation. His work permit has expired one month ago. However, he got the provincial nomination, and also got the invitation to apply for permanent residence through express entry. Now he is out of status.
Will it be a problem if he submits his application for permanent residence now? Because his concern is he is now out of status in Canada. Will this status affect his application?
Any guidance/ assistance/ comment will be highly appreciated.
YES! I called CIC regarding this last week, and she told me to stay in Canada while your status is being restored. CIC has no reason to believe that you will return and no desire to keep the visa on hold until you decide to come back. You leave, you're out, you don't need a visa! Simple. It will be refused and the gap between that and your previous visa is "being in Canada without status", hence illegal. But who knows, maybe another agent will tell you something else. At least, for me, above made sense.
Please, call CIC and ask. You seem very uncertain and start too many things that you are not sure of, like applying for PR and withdrawing it.
Please, call them on Monday. I don't know about this particular situation. But asking for restoration and then kind of showing disrespect in leaving the country is not a good idea, unless you can prove that a family member is sick or dying. These are exceptions where CIC may grant you.
