Can you travel while refugee claim in process

My work requires me to travel outside of Canada while my refugee claim still in progress. No decision made yet. Anyone have experience if Refugee Travel Document could be issued in such situations without the decision made. I understand the Passport Canada requires a letter from IRB/IRCC. which generally should be the notice of decision?
