Can one file application by self and then by spouse

One of my friend had filed application for PR in 2004, till date he had not received any communication from the CHC-New Delhi and moreover he not included in the new list of professions.But her spouse is an accountant and is in the profession for the last 7 years.Can he file a new application under the new scheme at the same time and also continue with the old application in the name of his spouse.Seniors please help........................

yes.. no problem with that... wife can apply under fast track as principal applicant...

remember that he mentions his initial application in schedule1 of his form
