My brother lives in Vancouver B.C. since 2008. he is permanent resident, this year will be citizen.He is not married and he is alone there. He would like to bring me there. We have mother, but she doesn't want to live in Canada. So my brother would like to sponsor only me.

I heard that he can not sponsor me if our parents are alive? Please tell me is that true?

Sponsors who do not have a living spouse or common-law partner, conjugal partner, a son or
daughter, father, mother, grandparent, brother, sister, uncle, aunt, nephew or niece, who is a
Canadian citizen or a permanent resident, or any relative or family member who can be
sponsored as a member of the family class, may sponsor one relative regardless of age or
relationship (anyone connected by blood or adoption).
Your brother could sponsor your mom as a member of the family class, so my understanding of the rules is that excludes him from sponsoring you while she is still alive.
