Can I withdraw my IEC application and re-apply later?

Hello,

I recently received an invitation to apply for an IEC (Work & Holiday) of 12 months. After accepting the invitation and submitting all the required documents, the only step that I'm left with is the delivery of my biometrics.

However, I'm now unsure if I will be able to travel to Canada this year. Hence, I am considering withdrawing my application now. I have two questions:

1) If I withdraw my application now, before giving my biometric data, will I get fully refunded of my payment?

2) If I withdraw my application now, would I be able to re-apply again in the future for the same program (IEC, Work & Holiday)? Any restrictions on this?

I appreciate your help, and I hope this questions were interesting!

Only once the POE letter has been issued would it count as a participation so sure you could apply again in the future assuming still qualify and POE had not been issued.
