Hi Everyone - First post! I live in NC and the nearest office for me is Washington DC but when I see processing times on the CIC website, it looks like NYC is much faster than DC. So my question is, is there a regulation that says one can submit to the geographically nearest office ONLY in your country of residence?
There is a recommendation posted there that says you should submit to the nearest office because you may be called for an in person interview. But I am fine with traveling to NYC.
Did anyone here submit to different office in your country of residence. Please share your experiences. And experts here, what is your take on this.

Infact, you can apply at ANY Canadian consulate outside of Canada.
Check each consulate's website - I am looking at Seattle, and they are open for walk-ins! It even states that there is the possibility of processing same day
AND - more importantly, if you are visa-exempt (there is a list) - you can apply at the border upon entry.
