Can I submit my work permit application to USA? (not a Citizen but with visa)

So here's the thing. I am currently in Canada with a V-1 (Visitor) Visa. I got a job offer as a Live-In Caregiver and I already know the requirements to apply for a work permit. THE THING IS, some websites say that I should apply for a work permit in my home country (Philippines) and some websites say that I can do it somewhere else.
So, question is: Is it possible for me to submit my work permit application to any of the Canadian Visa Office in the UNITED STATES and have it processed there? I am not a Citizen of USA but I HAVE a Multiple Entry Tourist Visa for both the United States and Canada. It would be too troublesome if I have to travel all the way back to the Philippines then come back here in Canada. It would be much easier if I can just submit my work permit application to the US as it is closer.

Nakapag-submit ka na ba ng applications mo sa US? San ka nag-submit LA or NYC? Ano nga pala ang magiging work mo sa Canada? Balak din kasi naming mag-submit sa NYC ask ko lang if thru courier or by person ka nag-submit. Paki-update mo naman ako. Salamat

Can she possibly submit her application to US (she got a US Visit Visa) so that her processing time will be reduced not compared if she would file it here in Manila.. If you enter in USA legally you can apply LCP there but make sure you maintain you're legal status. Did you apply already? Where did you apply?

How sure are you that it is possible to apply for TWP in New York? To be honest, I am just verifying this info. I have already hired an Immigration Lawyer and he did say it's doable.

There are guys I know from the other forum they applied in US having tourist visa and got an approval even a person who's holding tourist visa in Canada applied in LA refused once but the second application was successful.

What is your status in the US & what work are you applying for in Canada?
