Sorry I do not have any idea about your question, and I wonder if anyone answered it already?
However, I have a question for you.
Did you send your wife's Philippines PC when you submitted your application?
I mean why they asked you for PC now?
Actually, I got very worried, because I sent my husband and my PCs along with our applications to Buffalo, and
it took us 5 months to get PC from my home country. I wonder if Seattle office will ask me to send a new PC?
Actually I was just waiting for Seattle's reply about that PCC as I am confused whether to obtain one for myself as well but I have asked around in other forums and the seniors had told me that it was obvious from the letter that the VO needed only my wife's PCC not mine. And just like what you have just said, it takes time to get PCC from one's home country and I don't think they had given enough time--90 days to be exact if I really have to obtain PCC from my home country.
And yes, I already sent my wife's and mine's PCC (home country and here in canada) when they asked for the full docs. I guess they just wanted to update info of the principal, spouse and dependents aged 18 & above (sched A & 3) incl the new GENERIC form and of course the PCC that's why they asked for it again.

They will ask for updated pc from home if the on file is older than 12 months, though it does not make any sense as we've been living in Canada since then

I thought so too. I guess I'll just have to proceed sending the requested docs without applying a new PCC for me but only my wife as it takes time to get one...
My address was gone for about a week, but is now back on the system since last Friday. I suspect that it might be related either with system updates or, even better, with the fact that the officer reviewed the documents on your file and proceeded further to the next step, which should be MR. Will keep you posted.
As I can guess, most of us here are frustrated, anxious and hopeful for the faster processing.
80 days after the transfer here and wish that the life would not be almost 'on hold'.
Loveson, you can email the Seattle office after 90 days and ask for the status of your application, what are the reasons and how long it's expected to take. Please share your answer with us.
