I think it will be skipped today and this is just my speculation having Senator Eaton mention 'end of the week or next week'. So the article stating April 13 is just an estimate by Sen. Omidvar. There is no deadline. So live by the moment guys and enjoy.
The funny thing is that Sen. Ratna Omidvar mentioned this:
#...voting NOW on Amendment to Bill C-6. Debate moves fwd, twds a vote by Apr 13#
I understand, there was a giant progress with amendments yesterday. But excuse me, there are two sittings for the Senate this week - today and tomorrow. Why to postpone this final vote till the next week?
#C6. Yes it passed. It will have to return to the House of Commons #senCA
"Yes it passed" is about the amendment not the whole bill.
The bill is now at 3rd reading stage at Senate, after that it will go to HoC.
Also do not forget that at 3rd reading stage senators can still propose amendments.
"As an example of these delays, Bill C-6 has been in Senate limbo since June, 2016. This bill would implement a Liberal electoral promise to repeal provisions of the Citizenship Act that increased the barriers to citizenship and created two-tier citizenship for dual nationals. The bill idled at second reading from September to December 2016. Within that time, only four Opposition senators spoke. That’s one speaker per month. Ironically, under the previous government the controversial provisions of the Citizenship Act that Bill C-6 would repeal were expedited through the Senate and adopted after only two sitting days of debate."

 senator Jaffer seems very "twitter" friendly. Firing tweets one after the other, most are misleading. She should put more thought into her tweets before sending them off. So much confusion.
Bottomline:
1) Sen Omidvar's amendment was accepted by the Senate
2) Next step is to vote on the bill itself - debates to resume today, although likely it will get adjourned ... because Eaton wants to debate the s*it out of it and would speak on it "later this week or early next week"
3) Sen Omidvar and Jaffer "hope" that the vote happens by April 13th (Senate off for 2 weeks after this date)
4) Only after this vote passes, will the bill be sent to HoC. Not anytime before that.
Senator Jaffer's tweets can sometimes misleading as twitter may only show her reply, without the question that she is replying to. This has more to do with Twitter, and less with her.
