If your intended change of name is as a result of getting married or for any other legal reason, it's probably safer to do that in Canada. Every province has a set of guidelines on how to go about the process. Thereafter, you can get a new passport from the embassy of your native country in Canada. If you get a new passport with a new last name in your country of birth, you may face a hard time convincing immigration officials at the point of entry that your intentions are not dubious. However, if your intended change of name is because you feel your current last name affects your search for jobs negatively, you may want to think twice about that. Personally, I wouldn't do it. Barack Obama was variously referred to while growing up "as that skinny kid with a funny name." Good luck!
