Today, what is the best and fastest Province to study just 1 Year College and Apply for a PR in a PNP?
What is best today may not be so tomorrow. Rules keep on changing province to province. Choose atleast 2 years course. Good luck
 
But is there some of them where you can apply for a PR studying for one year there?

if your purpose in studying is to get a better score in your crs points, go for at least a 2 year program. you may get up to 3 yrs pgwp. with a 1 yr program, you only get 1yr of pgwp. also, there is a significant points difference between a 2 yr and a 1 yr academic programs.

for provinces, try to read on the different pnp as an option. check out provinces that does not require a job offer for their nomination.

lastly, and the most important factor, where in canada do you wish to settle? further up north have very few immigrants, so chances are higher. but, the weather can be more brutal than popular destinations such as toronto. jobs may be scarce, too, due to a lower population density. toronto have a very large population, but have a booming economy. therefore, more job prospects. but more competition, too.

plan wisely, do a lot of reseach first. don’t add to the growing number of disgruntled immigrants who complain of not getting jobs commensurate to their academic and professional backgrounds.
