Best province to apply for a year study program

Hi,

I am looking for a best college/university to apply for a year programming course to upgrade my skills and start a career as a programmer.

I am a post graduate in computer science and i currently reside in USA working as a software tester.

Please suggest for a college and province that would help me to apply for job and PR in same province.

Given your background it may be hard to find a college course that will thread to career advancement. Your only option may be a masters degree. You will have to research programs or hire a consultant to narrow down course selection.
