You already paid the 400$ ? if so you can show them the receipt , if not Write a letter stipulating how regretful you are of what led you to needing an ARC , and mentioning the reason why they should let you back in and send it across with the payment receipt
 
I sent them receipt but they did not request send me to letter them. Is this normal or this is normal process and they will request me letter after the payment ?

Is this the Ankara VO? If yes. Then they ask you to submit your ARC and they dont specifecally say what to submit. You should have submitted an ARC application which is ARC letter written by you, ARC fee and 2 passport sized photos. And all this in a pdf format.
 
My timeline: applied for outland spousal sponsorship on June 10,2019
Biometrics done August, 2019
SA approval on Dec, 2019
Transferred to Ankara VO around Dec20/2019 to January 2020(not excatly sure)
Medicals done March 2020
LONG PAUSE DURING AND AFTER PANDEMY
December 2020 recieved PreArrival letter
Dec 2020 they extended our medicals for another year.
Beginning of February 2021 ARC was requested
February 18 2021 submitted ARC
April 15, 2021 recieved Passport Request

This is Ankara Visa Office. After 2 months of submitting ARC we recieved the passport request.
Wishing everyone good luck and an easy proccess! Don't loose hope during this lenghty time and will all be reunited with our loved ones.
