I am in a similar boat, except i had applied for the visa and arc within the application on August 29, 2024, the visa was approved and stamped by October 7, 2024. I then inquired about the ARC and they kept telling me it is being reviewed, and this month i found at that they closed my file because the visa was approved, and they failed to look through the documents provided and blamed me saying i failed to inform them that i need an ARC. But I provided the letter and receipt for payment in the application on August 29, 2024. I am still waiting for them to get back to me but there has been no update. The only answer i get is that i have to wait on the officer and there is no timeline for that.
I had received my stamped Passport with COPR in July, 2024.
I was denied boarding to a flight to Toronto in October, 2024.
After emailing the consulate in Delhi, I was informed that I would need an ARC.
I was highly distressed to say the least since this was never communicated to me directly anywhere in my IRCC account or email.
I was a minor and dependent in my mother’s refugee case which was refused. We left in 2006 on a departure order and complied with it.
We had paid for our own tickets at the time and were never detained.
I do remember that the immigration officer had taken our passports and had walked through the whole flight check in process.
No deportation form or certificate was given to us when we left Canada.
Fast forward to October 2024, I emailed the embassy twice enquiring why I needed an ARC since we had left on a departure order. No explanation was provided.
I tried obtaining information through webforms which were also unanswered.
After contacting the call center, the agent put me on hold after 20 minutes and finally informed me that I would need an ARC.
I had already paid the $459 fee for the ARC by this time and made my explanation letter and uploaded both documents through the web form on October 17.
I have not received any confirmation that my documents have been received to date or the status of my request.
Has anyone encountered a similar situation? Please let me know.
On a final note, this makes me wonder.
Was there some discrepancy in my immigration application?
Are visas being granted without complete or thorough processing of documents?
And if this is the case, are people reporting it to immigration officials?
I understand that immigration officers may have an increased work load, but they are also responsible for a huge decision which greatly impacts the lives of applicants.
Should someone not be held accountable for the financial, emotional, and psychological distress that this causes to individuals and families?
it might be safe to assume that people avoid complaining due to the fear of negative repercussions to their application.
I personally feel that the system needs an overhaul with increased transparency and accountability.

we are in same boat too. could you please share the email you used to email CONSULATE IN INDIA. we have tried finding that but no luck. we have sent in the ARC since August 07 this and had no response until now. we have even attached my husband's approved PR portal request as well. we don't even know if they are even processing the application at all!! its all very frustrating as you can understand.

I'm sorry for the delay in reply! I had not checked this forum for a while.
The above is the email provided by the Delhi consulate when I contacted them by phone. They don't seem to entertain any queries by phone and simply redirect you to contact them electronically. It does show an update in the application tracker when you send an email (shows as query received).
I do not have any update till date in terms of my own case. I hope something works out for you soon.

You're right. According to what I have read online, departure orders don't need an ARC.
This is what I had asked directly through the email to the Delhi Consulate, but there was no reply. From our discussion with lawyers and my experience reading other posts here, once it is in the system that you need ARC, there is no workaround.

I am writing so this helps others. I was also desperate to get some answers from this forum, but unfortunately, nobody could respond or reply.
Please note: Even if you have a CoPR, you will stillrequire an ARC! My assumption was that I got approved for immigration, and all would be well. But that wasn't the case. I learned the hard way and I hope nobody has to go through the same.
