So I emailed my visa office to ask how long the arc would take and this is there response today:

Please be advised that applicants who are inadmissible because of previously being removed from Canada require additional review by the delegated authority who can issue an Authorization to Return to Canada (ARC).

There is no service standard for an ARC application to be reviewed. These are processed by the date of receipt. The date currently being processed is September 2016.

Please find below additional information regarding your application for ARC.

When your application is assessed the decision maker will consider, among other things:
. the reasons for the removal order
. the possibility that you will repeat the behaviour that caused the order to be issued
. the length of time since the order was issued
. your current situation
. the reason why you want to enter Canada.

An incomplete or illegible application will be returned without being processed.
There is no guarantee that an ARC will be issued.

Seems like that's a long time to process.
Any update on your arc application.

No not yet.... I've reached out to them but they keep giving me the automated response that they don't need anything further from me and that the application is under review.

Arc application date.

I called CIC office today and the officer informed me that ARC will be dealt by the local visa office which is London. As per my understanding, each office has its own processing time and my LVO might be processing a different date of ARC application.
