When I follow the link to the VFS website and choose the Finnish VAC, there's no such service or fee on the website, so I am a bit confused as to how we should process here.

It would save everyone a lot of stress and time on these forums if VFS fixed their awful website.

VFS website really is terrible. It seems like there’s a passport transmisssion charge, plus fees to return documents to PA by post if not going in person - is that right?

It can differ by country but sounds right.

This part is very unclear and stressful.

We were somehow smart enough to get 4 Canada specified photos each, so we have two each for this stage, but they are dated March 2020.

Is that an issue, does anyone know who has actually done it?

How do you prove you’ve paid all the fees and the courier comes to get the stuff etc.?

So, not a 100% sure honestly, but the direction for the passport photo does say that it needs to reflect your current appearance, taken within the last 6 months and asks for the date on at least one of the photos, so I'm assuming it might be an issue if they aren't within the last 6 months.

Note also they may he a different size requirement than previous, don't recall. Double check the size, triple check. Never clear how much they care about the other stuff bit wrong photo size they will not accept.

The last time I renewed my Canadian passport was near the beginning of all the Covid related lockdowns, delays, quarantines, and precautions -- my photos ended up a few days outside the "last 6 months" range by the time my application was getting processed.

They called and requested that I submit a new photo.

Fun. So, we really need to insure they are within the six month timeframe.

I think if you submitted your bios in Finland you may not have to pay the package transmission fee. Do check though.

Sadly, we didn't. We submitted in the Netherlands, but since we're in Finland now, the closest VAC is the Finnish one. At this point, I'll pay what needs to be paid.
