I received the same, i.e., rcmp request only for the spouse, not for me (I am the PA). Based on their letter, I would say yes, it is fine if you only send in your spouse’s certified check, since that’s what they’re asking. However, I had gotten both mine and my spouse’s done in advance, so I combined both of them into a single PDF and uploaded into the single upload tab that appears in the document list. I’m not sure how advisable it is to do this though—simply what I chose to do.
Not sure what you mean? You mean how long after I applied for the RCMP certified check did they mail the report to me? That was in about a week (but there was a weekend in the middle), it's in my signature.
Or do you mean when did IRCC ask me for the RCMP check? That was the same day as MEP, also in signature.

I have a query, I and my wife have given biometrics when we first arrived in CA (me on work permit and she on visitor visa), and our application shows the biometric information also, do we still need to give biometric?
