Yeah, criminality is usually before eligibility or at least hand-in-hand. My criminality is in progress but eligibility has not yet been started as per IRCC call centre agents. This might also be because CIO-Sydney, which is the first to receive all applications, does criminality—and after that applications often (not always) move to the LVO or CPC for further processing. I may be wrong, but this is what I understand.

Sure that’s very possible. If you ask them over a phone call or a web from, they will tell you. The fact that they told you about your eligibility when you called means it’s still in Canada.
