CPC - central processing centre Ottawa
LVO - Local visa office (in the applicant's country)
It makes sense that an application is sent to LVO after Biometrics.
1. I have noticed in the tracker that most of the refusals happen very early, even before medicals are cleared. Medicals are the last step for R10 completeness checks. So essentially the applicant meets the criteria of completeness of profile and section 11 which is assessed by CPC.
2. The analyst puts in his recommendation and forwards the application to the LVO cuz they will have a better hold of the applicant's circumstances due to local knowledge and relationship with the local law enforcement authorities. At this stage genuineness may get verified (if required) and the security aspect. Eventually it's the local post which will send PPR
well, you are right. but even though we may pay the RPRF fee in advance, and yes it does speed the process, it, however, does not guarantee a successful application and what I meant in the OP's specific case was that when they do receive the request, at least they can be sure it wouldn't lead to a rejection because of eligibility as those checks would have been processed prior to RPRF.
Absolutely incorrect. My first application was refused even after rprf request. I got ADR for rprf and paid same day. After 1 month I received a refusal based on what the officer deemed incorrect NOC. So why hold on to my application for 4 months before refusal after passing eligibility? From the gcms notes it showed that I passed eligibility, then review was recommended again, then I didn't pass eligibility ased on NOC. So IRCC can choose to treat an application in any order they deem fit. Even after rprf request
Many a times RPRF is triggered after the R10 completeness check. So it is possible that case analyst has not validated eligibility when RPRF request is raised. So technically you can get a refusal even if a RPRF request is raised.

Good to know! I read some post in the forum months ago about the whole eligibility check being processed prior to RPRF and so that makes your chance of getting rejected lower if they have requested for the fee but thanks for correcting me.

Seems like there's no clear IP1 or IP2 for my case?

Now I am scared! I worked in a bank for 7 years but chose a noc for financial and investment analyst. I just rechecked my appointment letter now, my job function was business manager. Although, the job function and title looks related but I felt I could have gone for banking noc. I never knew they place much emphasis on noc. Is there anything I can do to change it now?

Can’t change what has already been submitted. To the best of your knowledge, you chose what you thought was right. Your chances to explain anytbjng are given in the LOE that you must include.
May be worth calling CIC but I don’t believe there is anything more that can be done.
