Yes; you can visit Canada, but... it's always up to the officer to determine whether you are eligible to be let in even though you have a visa. Turning up at the border without a return ticket and all your possessions with a visitor visa is almost certainly going to see you being denied entry.
Make sure that you are entering Canada as a visitor, and be prepared to show ties to your home country indicating that you will return at the end of your intended stay.
