Ugh.. I know exactly what you are talking about because I got confused by the very same thing. From

https://www.canada.ca/en/employment-social-development/services/foreign-workers.html under the name of "Temporary Foreign Worker Program" - which is a program to help employers find workers and sponsor them for LMIAs.
Obviously those of us on PGWPs and Bridging open work permits (BOWP) and Spousal Open work permits (SOPs) aren't part of that program, despite being temporary foreign workers, because we have open work permits and thus don't need LMIAs.
That program could have been better named. Temporary LMIA worker program at least, or assessed worker program.
Worse, the glossary you linked to mentions us as "foreign workers" without the temporary. But the citizenship app explicitly says temporary foreign workers. That's really confusing.
I completely get what you mean - I almost made the same mistake. TRPs really need to be renamed into something less confusing.
