Yes, she can remain in Canada as long as you keep renewing the visitor's permit and it is approved. Apply online for the extension, at least 30 days before her current status expires.

I would for sure do the fingerprints and send the form off... You can however put your Canadian address as the return address once they have completed the check. We did that for my husband. Like CharlieD10 said it usually takes 12-15 weeks but we got ours in 9 so there is hope! Search the FBI wait time thread for accounts of other members experiences.

You may mail it, yes. It can actually help if you do that, by extending the amount of time it takes, and in the meanwhile she has implied status even if her status expires.
No, they will not think it odd, lots of American spouses do so. The fact that you are living together also contributes to the genuineness of your relationship.
And, no, you really don't want to be applying Inland, unless you are looking to have your spouse sit around for at least 11 months doing nothing when she could be processed and landed as a PR by Buffalo in less time. Your call, of course.
