I applied for CSQ (Certificate Selection Quebec) back in 2011 but I never proceeded with supporting documents because they got back to me in 2014 and I was not interested anymore to move to Quebec at that time
But now after 4 years, I am applying for Express Entry again. and got ITA.
Do I answer No to question "Has XX applied to Immigration, Refugees and Citizenship Canada before?"
I never receive UCI number and never really know the final status of the CSQ. I once called the Quebec Office but noone picked up
