Yes, can be done and one is of my colleagues (already moved to Canada) used it as sole proof of funds along with the EPF act that mentions that you are able to withdraw the funds upon receipt of PR. I have attached the link to the EPF act on one of my previous posts. I too used it for my application.
It took me 7 times to get a 7 in writing for IELTS. same Story like you. For reading, you can improve your score by doing pastpapers under exam conditions. But for writing, you really have to improve grammar mistakes. Don't write too long sentences. My advice is to go to this site IELTSAdvantage.com. Download their free material. Follow the essay structures it has given. If you still get a 6.5 after correcting grammar and following the structure, then apply for a re-correction. that's how I got a 7 in the Writing module, overall was a 8.5 though.
My father gifted me with a portion of the funds required for me to settle in Canada. I consulted a lawyer regarding a 'gift deed' but they said they cannot issue such a thing for Sri Lanka but could produce a signed affidavit from my father making a declaration that such a transfer was made.
What I did was just following IELTSAdvantage youtube videos, Joining 1Dollar classes and scooping out all the free materials in their website. This is good if you are stuck in that 6.5 in writing module. Otherwise if you need improvement in all 4 models( you must have realised your weak areas after taking couple of IELTS exams), then VIP course would be a better option. Its expensive but I cannot guarantee of any Sri lankan class that can teach IELTS better. My other advice for you is to read and finish at least 2 English novels along with IELTS practice exams. Surprisingly that really worked for me in the end.

They can do it but the sri lankan lawyers don't know the so called " gift deed" norm. You should ask them to follow the same format as how when someone gift a land or a property to a family member (thagi Oppuwa), Only in this case its cash. Try with a couple of others. When you meet them, just google the gift deed format for canada and show them. They would understand your requirement. I got my affidavit done in this way.

If you arn't suppose to get Police reports for any other countries I don't think you have to remove those days... Just an Opinion. Besides IRCC will see the stamps on passport anyway.

I am not sure whether you should include that-if it was a holiday or something. Because they will clearly leave that part out, and you have to justify to CIC where you were. In my case i spent 3 years outside Sri Lanka studying, and 1 year outside working. In the PCC, SL Police have left those parts out (For which i needed to get from the countries i was residing in).
We had also gone on holidays-but never more than 2 weeks, didnt include such dates for PCC.
However one suggestion, is be very very careful about how you record your travel dates. There is a chance CIC compare all your days against police clearances. Fortunately some countries provide a general police clearance without specific date ranges. In Sri Lanka though, they provide date range!
