I am an outland applicant from the US but I don't have a green card.

ITA received June 1
AOR September 14 (waited until the last week for the PCC from FBI but never came)
PCC request from CIC October 8
PCC sent October 12
Background check in progress February 16
PPR February 17

So basically I had no communication from CIC between October 8 and February 16. That's more than 4 months.

CIC portal still shows BC in progress by the way.

Edit: Lol, just got a ghost mail after the PPR.
