Some say that it is moral obligation re-commitment as PR has zero conditions. However, other say that you may expirence issues at citizenship stage if you have moved to another state prior to the minimum required period, or some even say that you may have issue before.
Taking all the opinions in, i would say that PR is a PR, it indeed, has zero conditions, therefore I would say no one can hold in a state. However, to be certain consult immigration professional on this matter.
I've just received the IRCC email indication that there has been an update on my account. So it takes around 24 hours for IRCC to warn you of a change in your account...
But I think you need to become a full member first... and to do that you need to post around 40 posts... So give it a try and if you can't find the option try again later after you've become a full member.

Well, some say it means they've looked over your documents and you've provided all you needed to provide (R10 check complete), but I think it's too early to claim R10 check complete.
Has your medical status changed to IP or Passed? If so then it probably means that the very initial check for completeness is all done and if they need anything else now they'll probably ask (rather than cancelling your application).
Basically once you get MEDS - Passed, DOC - No add needed and BC - NN -> NS you enter the infamous "No news is (usually) good news" phase where you probably wont see any changes for a few months...

I wouldn't worry. (I know, it's hard not to)
It seems it depends on who is reviewing your file.
No one knows how it works. But medicals do get passed early for some, and take awhile for others.
