Can I be refused a study permit because of my history in Canada?
I dropped out in my 3rd year back in 2014 & returned to my home country, I just paid off my student debt with the university recently.
I want to go back to Canada and study in a different program. I have enough funds for this program. What are my chances?

It varies ,before they issued my study permit they keep on telling me that my processing time begins when I ve submitted the requested document and this dragged on for 15 weeks

Its difficult to tell... Nobody can give you that assurance or time frame. They normally say unless the Vo thinks your case is an exceptional one or he sees grounds to expedite the process it runs on normal stipulated time.

if if in case people whose class has to start from September has commence and the study permit has not been process due to time frame by the vo what then happen to their application and their application fee?

the VO will request for new admission letter..so try and defer once u get closer to the resumption and no response from CIC

You mean tuition fee ??
Defer and request for a new letter for 2018. You can request for a refund too
