Am I eligible to apply under CEC class after I have worked 24 months in canada as a software developer and I decide to go home.

Or do I have to have a job here in Canada?

Yes, if you have completed 24 months of Work inside Canada, you are eligible for the CEC, no matter you continue here or go back to your home country. You dont need an arranged employment for this.

You dont need arranged employment, as per the requirement you need one year of full time work experience for graduates and two years for skilled worker in the NOC categories 0,A,B. You can apply from Canada or apply from back home.
