I don't understand , how could the students have completed their diploma courses at these institutions if their admission offer letters were fake? How were they able to enroll in courses if they were not admitted to the college?

No, After obtaining Study permit at POE using fake LOA, Same Agent from India called them and ask them to apply and enrol in another DLI, and most students did as they were told. When IRCC picked up few cases related, they referred to CBSA and expanded their investigation. Now 700 students may cause overhaul of SP/PGWP regulations affecting other hundreds of thousand...Minister Fraser should let CBSA do their job, apply the law.
