Even I am not much familiar with Canada student visa, but how could one enter Canada with fake letters. I had heard that other visa subcategories like study visa are often not given much checks and things are overlooked as compared to PR category. Seems like this agent took the advantage of this loop.
Look during COVID I came on a work holiday visa - and the only reason I had permission to enter Canada/leave Australia was because I had a job lined up, that I applied for only because I had a friend in Saskatchewan who I met at a bar, and they referred me to this job.
I was a guy earning $150k per year and this job I had in Canada was $30k. I mean, 20% of what I previously made LOL! When I showed the contract to the CBSA officer, she didn't even ask for any details about the job - how did I find the job? Who referred me? Who is the employer? Where are they based? Is this job real? What the fuck, Saskatchewan? There was no-one at the airport, so not like it was busy, and they didn't even make a call. To be honest if it was me, and I saw a dude going from $150k to $30k and job contract in Saskatchewan, I would AT LEAST make a call. It just goes to show how trusting some of these border agents are.
Now the job was real, and I KNOW I that I'm perceived as a credible and trustworthy person during social interactions. But it just got me thinking: "Holy shit, I could have made this up and gotten past the border!!!!"
So you can totally enter Canada with fake documents. It's only when you get caught it's a problem. A disastrous one.
We can't blame college. See your case it was your intiative that you made an effort otherwise how would you know the help and communication was possible. The students don't take these intiatives knowing that they would be facing lots of difficulties like language barrier, adjustments and other things. They think only the visa approval is their ticket to PR and once they land at the airport Mr. Trudeau will be there to give them PR on arrival so lets party.........
The college or Uni has to take care of lots of students they can't baby sit the students. Moreover they goes with the money aspect only, they don't care if a student attend or not. You might be amazed that some supervisors are not at all aware of immigration at all. They even don't know that difference between PR and citizenship.
Yea, these institutions have a lot to take care off but they can’t send out 1 simple email to their students? I find it impossible to believe that this agent had not already enrolled these students at the college they were not supposed to go to (NOT Humber). Attaching a fake LOA from Humber and withholding the actual LOA from the college they are actually being sent too. This “college” must be in this, for sure!

Agreed but the students have to do their homework. A serious person would do a little bit research. Haven't the student done any research, especially India? Haven't there be a word around the authenticity of this college, like seriously.

100%. Not saying the students aren’t wrong. One would be a fool to even call them “students” when their ulterior motive is to settle down in the country by hook or by crook.
True that - make no mistake, some of these students are innocent, and many will try and get PR by any means necessary.
Just to let you guys know, there was a survey I read about in an Australian website recently, the majority of students coming to Canada or any other country with relatively good migration prospects put "quality of education" LAST as what they look for when getting their study permit. All they care about is: "Can I get easy PR by studying here? And what does it cost?"
It says student were advised to wait for next semester or transferred to other colleges, didn't they felt anything wrong at that time, weird??? Still carried on as it is till the stage of PR process, what rubbish.
This makes a lot more sense.
Back then students can come in and switch DUI after they got their study permit. If the forgerd admission letter and the fake certificate for proof of fund were overlooked by the IRCC agent, these students got their study permits via misrepresentation.
So a deeper "dive" was done when these students applied for PR.

You mean this? If that includes the titution fee, maybe.
Dimple paid the agency 1.2m rupees ($14,525; £11,970). The amount was to cover her college fee. The agency also gave her a certificate to prove that she had funds to take care of living expenses in Canada.
They interview that one person and that's what it's told.
If that included first semister's tuition ... may be
$14,525 doesn't sound like that much.
But if you think it's high, then it make sense that these students knew that they were not going throught a properly route and were willing to pay more to immigrate.
