I also saw a post where an applicant received P2 on Dec 2nd and then eCoPR on Dec 12th (very happy for them). So I don't believe we are put in a queue; instead, it is likely up to the officer who is handling applications under their belt. It doesn't make sense to us, but perhaps they need to accomplish weekly/monthly targets by issuing FDs.
This page explicitly states that after signing the declaration to prove your presence in Canada, you should receive eCoPR. It makes sense that they would double-check the address and/or photo before printing the PR cards. But what's wrong with handing out eCoPRs when all they have to do is see if that little declaration checkbox is
green or not?
What else do they need to check after P2? Didn't they do it during their lengthy background check? Anyone have any ideas as to why they hold off P2 to eCoPR?
