Universities are publicly funded. The ones you are talking about are colleges, which rely on international students for their revenue. Even then, there are good ones. If you want to look at 3rd rate degree mills, look no further than the one in which PRANIT01 completed his education. These Lamda types of colleges are equivalent to shitty American community colleges. But no international students coming to US prefer Community colleges like the way International students of Canada flock to these Lambda colleges. Canadia PR is literally sold thru these colleges. That's just an indication that if draws are resumed, they will be all programs and not CEC only but I don't think draws sizes will be big like 5k or 6k invitations because there will be TR2PR at some point.

That means high skilled FSW candidates will crush low skill CECs who aren't very good at English again. All those PGWP taxes paid man... But yeah Canada is grateful.
nothing left but optimism.. I can actually imagine the first and only draw for 2022 to be an all program megadraw in October. Majority of PR backlog will be gone by that time (150K/quarter) and people invited in October will be tied to their medical when landing (their medical expiry will fall around December 2023, contributing to 2023 target - this means that IRCC has the whole 2022 to process the backlog and they can start working on files of the megadraw applicants in January 2023 in a comfortable pace)
