I don't think you can work full-time. I remember somebody raised a similar question to my university's immigration services, and they basically said since the extension for study permit was applied first, the study permit's conditions would be applied.
That's what i remember anyway

I think it's a federal holiday for IRCC employees, also 27th and 28th might be a holiday for them as well in lieu of Christmas and Boxing Day falling on the weekend.

i only got the confirmation letter that they received my application nothing else

For working full time after applying for PGWP, it is necessary to have valid study permit when you are applying. I don't think you can, since you were on implied status, you have to wait for your PGWP. However, you can call IRCC and ask them.

but another confusing part is i applied for tr to pr stream b non essential and according to that i cant be unemployed status!!!!!
IRCC not even picking up my call these days and processing time for pgwp is 110 that sucks i cant work for 4 months!!!
