According to my point of view, it has nothing to do with timeline anymore. Applicants who applied between 12:15 EST-12:45 EST are still waiting whilst many with 1,2,3 some cases even 4 pm EST have got their AOR's or PR whatsoever. It's Random which is so annoying for us who applied within 15 minutes.
