I don't want to be mean but CIC should be smart to deal with the application.
I can assume the volume of application but still seems most of them are stupid.

Because unfortunately.....they way Canada works, they try look after everyone else but they're own people 1st. Nothing against the Afghans, they need to be helped. BUT charity starts at home.....

Haven't yet. But you don't need it to vote. You're in the system after the file is complete.

I tried to check if I was registered for vote at Elections Canada website and it said they didn't find me in the system. I was curious can I still go to vote as I don't have any proof of citizenship?

It means the are not registered with election Canada voting database. You just need to register and submit your docs, then the next day you should be registered. Once your tracker says you're a Canadian citizen, you are one, except from getting a passport which will need the certificate.

From my ATIP notes I see 'Not Started' for Residence, Prohibition and Language. But the web tracker shows all three are "In Progress". Is this discrepancy common?

same here just checked elections.ca the site says based on information bla bla bla you not registered

You just need to go on the elections Canada website and register it's very easy. I was registered in just a few short days and received my card and I voted early. Even if u register and you don't get your voting card in the mail in time, just show up to the polling station and bring ID they'll find you on the list and allow you to vote.

Some got few weeks after the test, some at the time of test and some didn't get it at all.
