The following is the time line of my Wife's Outland Spousal Immigration Application

Feb 01 - Application Sent to Sydney NS
Feb 04 - Received at CPC Sydney NS
Feb 23 - Started Processing Sponsorship
Feb 24 - Acknowledged of Receipt (AOR)
Mar 18 - Biometrics Requested
Mar 19 - Medical Requested
Mar 19 - Biometrics Done at Chisinau
Mar 24 -- Sponsorr determined Eligible
Mar 24 - Forwarded to Paris Visa Office
Apr 01 - Medical Done at Chisinau
Apr 02 - Started Processing Wife's PR
May19 - Interview request Bucharest VO
Jun 02 - At the interview in Bucharest VO Visa Officer Announced "Rejection"
Jun 17 - Received Pre-Arrival IMM 5801 came from Tunis VO
After the Interview I was gearing up for the Appeal but I think God saw the genuinity of our relationship and instead of Refusal helped us to ireceive a Pre-Arrival letter.
Any Comments?
Is it a done deal or some more bottle necks to go through?
Usually how much time it takes from Pre Arrival letter to PPR?

Order your gcms notes immediately. Hopefully it was a different decision but pre-arrival is not a guarantee.

This is a mystery to me too, but I think because originally the Application was forwarded to Paris Visa Office, then they asked Bucharest VO to take the interview as it is near to my wife's country Then after15 days of the interview, I got Pre Arrival email from Tunis with UCI of my wife). To me it looks like now a days maybe Pre Arrival can be generated from anywhere by computer to not to get approached by the clients to any particular Visa Office.

l am not sure but just guessing, maybe in our case the Visa Officer got double minded before issuing a Rejection. And discussed with their respective Reviewing officer or Program Manager, they might have sent the case back to Paris VO and Paris VO might have had taken the help or second opinion from Tunis VO to decide who have sent us the Pre Arrival Letter. Online status is still showing "In Process"

If IO told your wife REFUSAL, it means your application will be refused.
Pre Arrival was mistake.

usually, sometimes you may have a Decision made there.
