But to my opinion, the signed agreement doesn't say you have to work in QC. He can still live in QC while working in Ottawa.

When it comes to provincial nominee and Quebec, if you are in the province that nominated you or out of the country you are good, cant be in another province if you are a nominee.
I just passed my medicals and linked my application. I am exempt from interview, already did biometrics, but the estimated waiting time is... ELEVEN MONTHS?? is this possible? (they have to do background checks).

The average waiting time is 27 months. For me it took almost 28 months, so, yes, it is very normal. You may be lucky and get the PR faster than that. If they already asked you for medicals, it may be that you are less than eleven months from the end. I am from Italy and in Quebec since 2016 too.
What I think delayed my application was the fact that I travelled a lot, maybe to some red-flagged countries, but who knows. Otherwise my application was quite simple and they did not ask me for anything to add or fix.
I just called the federal immigration and the lady told me we have no problem as a Federal immigration you need to call Quebec Immigration. So I did, the other lady told me your PR file is under the Federal immigration control now Quebec has no decision on my file! and now I am more confused.
What is the number of quebec immigration?
First we have to wait for all 2019 to get their AOR, then for 2020 which I think they won't be that many and meanwhile no to start to process outlands. I am July 2020, I hope to get lucky and get my AOR before they start again to process outlands.
Also, do we know how many pending outlands applications exist?
I don’t believe they would consider outland applicants any soon. However I do hope they would, as they have been really unfair when it comes to outland applicants. Late 2018 and early 2019 applications are still on hold, I have completed 28 months and the last time I have heard from IRCC was in March 2020 when I got the pre-arrival letter.... Maybe, people who already got PR confirmation might be excluded from the ban.
Vaccinations are going super fast. USA & UK has already vaccinated everybody. Canada is at nearly %50 first dose rate as of now.
All EU countries fastened vaccinations program and they agreed on to have a vaccination passport that lets people to travel between 26 countries with this passport. Due to the today's news, Canada will also integrate with it.
Besides, Canada is losing much more money than as expected, as long as they restrict people to enter Canada.
Aviation and tourism sector is nearly died. I think they can't hold this anymore.
Outlands, especially the ones who are over 28 months like us, would see processing during this summer.

Well, ur so right travel restrictions are impacting canadian economy big time. I do really hope they would turn some eye on us, but am not sure about it.
They are really slow when it comes to public vaccination, myself and family in ME have already taken 2 doses. They can simply process outland files at least for those who can provide vaccination certificate or something.

What is shocking me that with quota 26 000 ppl in 2021 they have 51 000 already in backlog and people keep submitting their applications.
How do they suppose to handle things?

You can’t be extra sure until you will get your AR. Before you send your application, make copies to be sure.
Let’s be honest: they send AR now for people who send application in April 2020, it’s no way that will proceed with 2021 this year.
If you feel that you made mistake, use your XEP to fill webform with correct information and write Letter of Explanation.

Hey all, not sure if anyone has been through the same situation. I recently got married a year after I submitted my federal application. I have added my spouse as a non-accompanying member already so I can have my PR first before sponsoring her to avoid the already overwhelmed backlog. Do I need to notify MIDI as well about the marriage or is it IRCC alone? Thanks!
