Is the processing time online (24+ months) applicable to applications to be made today, or is that the average processing time of PRs files issued at the moment?
Also, does anyone have a feeling that we might see another Bill 9 type of event in the future with a lot of applications being thrown out just for a 'COVID related mess cleanup'? I'm just trying to evaluate the current risks. I'm unfortunately stuck applying for PR through QSWP cause my work permit ties me in this shi* province, but I'd just like to have an idea of what to expect.

So if we assume that the majority applies for pr right away, there should be 8600+10400=19000 pr application till July 2020, which remain unopened. So, do we know how many are the annual quotas?
As I applied in July 2020, I have the feeling that I am not going to receive AOR in 2021.

From what I have heard 2019 quota exhausted by June last year and government didn't declare 2020 quota yet. I don't know if Ottawa can pressurize Quebec to declare yearly quota according to Quebec-Canada Accord. Also the pile up of unopened files since July 2019 has touched 30K. You might as well be right with AOR in 2021 and then few more decades to get PR. I hope psychiatrists are included in Ramq.

Yesterday federal government increased points for french Language through EE which makes me believe that they infact want more bilingual migrants besides their regular ones. Infact I see a surge in EE invitations next year. Federal knows all too well about contribution of migrants in overall economic growth. As to Quebec Immigration they are still grappling with basic computer knowledge (Value test emails in point). Government here is systemically destroying economy in the garb of keeping immigration low. You would see lot of french native speakers 'also' moving away from Quebec once their company moves to other province.
