When they say "received before Jan 14 2020" does it mean the applications for which AORs were issued before this date or applications delivered?

I dont see any difference between delivered and received. what do you mean?

I meant, are they working on cases for which AORs were issued before Jan15th 2020? Or the files which were delivered before 15th 2020 but AORs were issued later?

He/she is waiting for aor hence would have asked about the processing date for aor. And Jan 15 seems to be aor processing dates as we see similar dates during the last AOR batch.
I dont think they are processing anything because i doubt about working from home facility for them(as they never imagined about making govt employees working from home, due to sensitive data they never wanted to give laptops and vpn connectivity and now it became problem).
If they were allowed to work from home then our files which was received already before March should have been issued AORs, which did not happen.
