My sister applied for and sponsored her husband to come here in Canada.
She just got an email that the decision has been made and that the application is now being sent to CIC in London. Her husband was not called for an interview. Is this generally a good thing?

Is there anybody here, who got the same email, did not receive a request for an interview and ended up being decline?

That is just sponsor approval. If there is an interview, it will still be months before it would even be requested.
