You must use the TRV form (Temporary Resident Visa) + include an explanation about why you are applying for a TRP (Temporary Resident Permit) for your child

You mean I again apply for TRV as I did last month and got a denial email today. So I should again apply for TRV and include this explanation.
Btw I already included this information in my last TRV application.
Plus can you please guide what would be the difference btw TRP and TRV if I am still using TRV application. I wanted to apply for TRP.

There is no form to apply for a TRP to enter Canada. The only form available is for TRP for victims of human trafficking - which is not applicable to your child.
You need to include a cover letter/explanation with the TRV form to explain why your child must be allowed to enter Canada at the earliest possible + pay the relevant fees.
Most parents in your situation go through the sponsorship process. Sponsoring a newborn does not take as long as say sponsoring a spouse
Do include evidence that you're in Canada + your wife would like to return asap to meet her RO + not sure if you can get medicals done upfront for the TRP application (do check with a panel physician... the same medicals can be used for his PR app too)

Below is my detailed timelines and plans.
Me and wife did soft landing and got PR cards in Jan 2018 and is valid until Feb 2023. We are blessed with a baby girl in April 2019 while we both stayed out of Canada since Feb2018. Now planning to return to Canada with Family in Dec2020 which is still fine to meet RO considering Feb2023 timeline.
In all this, I was of option to get visitor Visa to my daughter to travel with us but I learnt from this forum that I'd have to go through TRV/TRP process since general visitor Visa will be most likely rejected since we both are out of Canada
