Only SA. She called cic today, they told her that it is transferred to Etobicoke.

I got SA last week and right after they started reviewing eligibility
My local office is Mississuaga but my file is being processing in Vancouver
No idea what they doing with us

no need to worry i called them and asked if everything was okay. they said that everything is in order no documents are missing and your file was moved to Etobicoke from montreal on March 7 right after that they started my background check on May 7 and I have to wait for it to finish. As it is only 3 weeks from then i would not worry. Also I asked my representative to order gcms notes today
