"We are pleased to advise you that processing of your application has been completed. The Immigration, Refugees and Citizenship Canada office in London IRCC will contact you to arrange an appointment for the finalization of your permanent resident application."
Will IRCC contact us via email or by phone to arrange a date? Also any estimates as to the waiting period for the office to make contact?

Most probably email, but sometimes they call, depends on the office
It shouldn't take long to hear back from them, you might hear something next week or the week after

My open work permit letter was received on a Saturday at 8pm eventhough it was dated on a Friday
I received my landing letter today for Vancouver. Does anyone know if I were to briefly visit the US would I be able to complete the PR process when returning to Canada?

No, you gotta attend the interview at the IRCC Vancouver, if you can't attend that interview then you gotta reschedule but that's not a good idea esp with Vancouver office
