Send different pics taken at different time and place (as mentioned in checklist). You don't need to send all pics from main wedding day. Also, there is no point of sending too many pictures unless they asked. Checklist mentions 20 different pics max.

1. can it include pics with different guests / relatives ?
2. Can it inlcude pics of guests/ relatives only from marriage and different functions

Yes, it definitely can. Send pictures with different relatives at different functions with description at the back of the photos.

Just send it through one way, either email or webform. I don't see any benefit of sending through both.

Yes, you have to do both. The police certificate is a separate request from biometrics.

Only the PA does biometrics (and provides the police certificate). You normally pay the biometric fee up front, which is $85.
