The plan for this year (2019) is to issue PRs to 18k-20.1k applicants with CSQ under QSW
Did some math and it looks like 151.8k CSQs were issued under QSW from 2013 to 2017. While 128k PRs were issued under QSW. Netting 23k waiting/declined/withdraw-ed who applied before (including) 2017. Assuming most of the 24k CSQs issued in 2018 not given PRs yet. The queue of people having CSQ waiting for PR is as long as 47.6k.
However, based on the Excel, we have finished processing July/2017 applicants. Which gives roughly 5/12 * 30.7k = 12.8k applicants from 2017 still waiting. Adding the 24k applicants from 2018. We have around 37k people in the queue.
I do not have anyway of calculating the people declined/withdraw-ed, or holding CSQ but have not applied PR.The two ways of estimating give a difference of 10k. Anybody can share your idea?
Thanks for taking the efforts to put across a wonderful analysis of the possible number of applications in various stages. I would like to mention only one point at this time. You mentioned that based on the Excel, the applications till July 2017 are processed. Well mine is May 8th 2017 and I even knew at least 25-30 people who are waiting after filing their applications in Feb and March 2017. So this point is disputable.
One more thing, you mentioned that only 1000 CSQ holders will be given PR this year. Actually if you refer to Pg. 7, 1st point in point number 5 (https://cdn-contenu.quebec.ca/cdn-contenu/adm/min/immigration/publications-adm/plan-immigration/PL_immigration_2019_MIDI.pdf?1544814030) it states that it plans to issue PR's to a total of 21700 to 24300 from the economic immigrants category and of which 18000 to 20100 would be from the Skilled Worker category. This skilled worker category would be the QSW category. The 1000 mentioned are from other immigrants category. Please correct me if I am wrong and once again thank you for the analysis.
Thanks for the reply. It’s not a matter of timeline for me. It’s my second application because in 2012 they abolished applications. Now I waited for four years to get my CSQ and now again wait amidst all political battle. The duration to process keeps getting longer and longer. Now it is twenty months.

Thank you for your inquiry regarding the status of the applicant’s file as a Skilled Worker in Quebec.
Admissions to Canada under the Quebec Skilled Worker Program are determined annually by the Government of Quebec based on immigration volumes in its immigration plan.
In this context, the number of files processed each year corresponds to the number of arrivals in Canada forecast in the Plan annuel d’immigration du Québec.
We anticipate being able to finalize the application within the next six months.
Gents need your support to clarify the request for biometrics. Actually I applied for visit visa in August 2017 and have done fingerprints at that time. I sent my application for PR and linked it to the same account after getting the AOR. Thus, the system picked up automatically that biometrics are submitted in 2017 and are valid until 2027, showing both the enrollment and the expiry date. However, the status below says “We have not received your fingerprints. Check your biometrics request message below for details”. There are NO messages down there and it’s empty, any idea what is going on?

It shouldn't. I suggest you get your new passport early before your old one expires and just send them a scan of the details page via message system. That's what I did, and a couple of weeks later they confirmed that they received it and that they added the info to my file.
Has anyone been in the situation that the medical expired during the processing. I've done my medical on 24.4.2018, and I got notice that I passed the medical exam shortly after. Will I have to do another medical, or am I done with medicals (since I passed).

Yes, that is clear. It would suck having to pay for another exam. I will definitely challenge them if that were the case. It is not my fault that the process is delayed. I mean in the case of CSQ, even if it expires before decision is made, it will NOT need to be renewed.

As far as I now you need to give another biometrics for PR. The biometrics for the visa one are not valid.
Biometrics for Permanent Residence Applications
The Government of Canada says anyone applying for permanent residence will need to give their biometrics and pay the fee regardless of whether they have provided biometrics in the past to support a visitor visa, study or work permit application or a different application for permanent residence (provided they do not meet the requirement for exemption listed below).
