When I call CIC to check the status it's still "reviewing if you meet the eligibility requirements". I have no idea where I'm now.
Almost one year and security's still not started. Medical will be expired on May-10, 2019...

Can someone interpret this email for me and especielly when the email said: file is currently with a visa officer for final review , to contact you again soon with next step instructions ? Does this mean that Federal is still going to give us RPs despite what Quebec is saying?

Yes man. GCMS notes received since end December 2018, before Medical was taken and passed. I am just waiting the PPR before ordoring a new one.

I received mine last week and according to it still criminality not started and rest passed. But in notes it is mentioned that no issues with PCC reports i.e. NRT.
Also notes say Ready for RFI RYA. Don't know what it means.
I submitted federal file when I was in Canada on student visa. Now I am in India as my visa got expired. My current home address in the file is Canadian address and mailing address is Indian address. Do I need to change my home address to India? Will it cause any delay in my application? When I called cic they told me everything is ok and background check is processing.

Yes, update your home address to Indian's one, It should not delay the processing of your application.
You will hear from them as soon as background checks is completed. But when, honestly, nobody knows. Be patient!

As for the news paper report they are going to accept 24000 people this year. In that 24000 they are going to give priority to people who are already in Quebec. Then the balance 17000 need to wait till 2020 for the decision. This is for people like us with a CSQ and on the Federal part. Their cap used to be 40000 but they now decided to take only 24000. Only if we knew how many people like us Inland and Outland.

This news is about CAQ's plan to cancel 18,000 applications for people with no decision on CSQ. However, we were discussing about new CAQ's plan to extra-delay 16,000 federal QSW applications just because they want to meet with a cap of 40,000 people (counting refugees, etc) for 2019.
