Yes starting from 2018 applicants, it will have a domino effect for all applicants from 2019 onwards.
For 2017 applicants, I think they are now in April-May-June aplicants or a bit forward.

What Labour need are you talking about ? This is for Federal stage, not CSQ. There is no labour based priority at Federal Stage as far as I know. They just have to move their lazy asses.
