If CIC conducts 2 week gap draws with 3750 ITAs, then either in the next draw (on June 27th) or the one after that (on July 11th), you should be receiving ITA.
You can have a profile created in July 2017 with a CRS 405 and then improve your score to 451 on the basis of a good IELTS result which came out on June 6, 2018.
My score is 453. I haven’t received a mail. My profile says I don’t have an invitation to apply? Why is that so ?

The ones who didn't, don't be disheartened. The cutoff was to increase because of no draw last week, but there's still a silver lining of IRCC increasing the number of ITA's issued. The CRS will definitely drop. Cheers
I think the only explanation is someone "declined" a previous ITA which effectively put them back into the pool. There should be very little people left above 451 at this moment.
Scary thing is we are seeing record number of people joining...with CIC skipping draws it could be game over for some... I predicted beginning of the year that we WONT go below 428 this year... but I really hope I'm wrong as I want everyone to stay hopeful!
